Summary: I tested the Windows side of ExpressVPN in the morning and the connection was good, just not as fast as I thought it would be. After the lunch break, I started testing the Macbook and at around 13:00 PM, ExpressVPN had a situation where the Time efficiency became significantly longer as seen in the Macbook test. This situation also appeared in Windows, Macbook, IOS. There was even a case of individual server Failed. Hopefully the ExpressVPN team will take notice soon. Not sure if this is related to the annual blocking period in March.
